Local availability loss via uncore die-ID lookup

Reachable assertion in Linux Kernel's Intel uncore subsystem allows local users to interrupt service during PCI device discovery. In snbep_pci2phy_map_init(), a -1 die ID makes the scan stop early, while NUMA-disabled SPR or EMR systems use a lookup that omits PMON units from the red-black tree.
