System destabilization via unchecked flowtable action count

Improper resource limiting in the Linux kernel allows local users to destabilize systems through IPv6 flowtable hardware-offload rules. nf_flow_table_offload.c advances flow_action_entry_next() without strictly enforcing the supported action count as IPv6 mangling, NAT, QinQ, redirect, and tunnel actions accumulate. Exploitation requires local low-privileged access and a reachable hardware-offload flowtable path; resulting instability can make the affected system unresponsive.
