Persistent connection failure via uncleared reconnect flag

Logic error in the Linux Kernel RDS subsystem allows remote attackers to permanently prevent an affected connection from reconnecting. In rds_conn_shutdown(), cancel_delayed_work_sync() can stop the worker before it clears RDS_RECONNECT_PENDING, leaving the flag set indefinitely. The RDS subsystem must be in use and the reconnect worker must be canceled before it runs; the affected connection then cannot reconnect.
