Network service interruption via stuck RDS shutdown work

Denial of service in the Linux kernel RDS/TCP multipath implementation allows remote attackers to leave connection shutdown work permanently queued. The rds_tcp_accept_one_path function moves an errored path directly back to RDS_CONN_CONNECTING, after which rds_tcp_reset_callbacks can queue shutdown work while changing it to RDS_CONN_RESETTING, a state rds_conn_init_shutdown rejects. Network reachability to an RDS-over-TCP endpoint with multipath handling is required; the rejected shutdown transition leaves the work flag set and prevents normal connection cleanup.
