Video service disruption via skipped error-state teardown

DoS in the Iris video driver in Linux Kernel 6.18.3 through 6.18.15 and 6.19 through 6.19.5 allows local users to disrupt video. iris_vb2_stop_streaming returns early when the instance is in IRIS_INST_ERROR, so it neither completes queued vb2 buffers nor tears down firmware. A local user must drive an Iris video session into an error state and then stop streaming; the result is skipped cleanup and inconsistent firmware state.
