PCI device-removal hang via recursive lock acquisition

Improper locking in Linux Kernel 6.18 allows local users to hang PCI device removal by disabling SR-IOV during device teardown. During pci_stop_and_remove_bus_device(), sriov_del_vfs() reaches sriov_disable(), which tries to acquire pci_rescan_remove_lock already held by its caller. The hang requires local access to remove an SR-IOV-capable PCI physical function while virtual functions are enabled; it does not disclose or alter data.
