Local system crash via unchecked SMU handle

NULL pointer dereference in the Linux kernel 6.19 before 6.19.6 allows local users to crash the system during AMD GPU RAS initialization. The amdgpu_smu_ras_send_msg function obtains smu from adev->powerplay.pp_handle and dereferences it without checking for NULL. The path is reachable when the AMD GPU System Management Unit is disabled; the documented consequence is a kernel crash, with no data access or modification reported.
