Local service interruption via XFRM reference leak

Memory leak in Linux Kernel 6.12 and later affected branches allows local users to interrupt service through XFRM policy migration. The xfrm_migrate_policy_find() function calls xfrm_pol_hold_rcu() after its lookup already returns a held policy reference, so repeated migrations leak allocations from xfrm_policy_alloc(). A local low-privileged user must reach the XFRM migration path; sustained triggering can exhaust kernel memory and disrupt the host, with no reported data access or modification.
