Local service interruption via immediate NF_QUEUE verdict

Improper verdict validation in Linux Kernel nf_tables allows local users to interrupt service via an immediate NF_QUEUE ARP rule. The nft_verdict_init function accepts an immediate NF_QUEUE code without verifying that the selected protocol family supports queueing; the ARP family does not. Low-privilege local access and permission to submit nftables rules are required, and matching traffic can disrupt system availability.
