Service interruption via unreleased fixed-rate clocks

Resource leak in the Linux Kernel MACB PCI driver from 4.10 allows local users to interrupt service through repeated driver removal. The macb_pci_remove path unregisters pclk but omits clk_unregister_fixed_rate for plat_data.hclk, leaving each fixed-rate clock allocation behind. Exposure requires the MACB PCI wrapper and a local low-privilege user able to trigger driver removal; repeated cycles exhaust kernel resources and interrupt service.
