Local process hang via stale DBC state

Resource cleanup failure in the Linux kernel QAIC driver allows local users to hang a later user's network-loading process via a stale DBC. decode_deactivate() runs only in the departing owner's qaic_manage_ioctl() context, so a late QAIC_TRANS_DEACTIVATE_FROM_DEV transaction leaves the DBC marked in use and its resources allocated. A second user must load a network that receives the stale DBC; the process then waits indefinitely for dbc->in_use to clear.
