Code execution via chrooted tenant-controlled bootloader

Command injection in OpenStack Ironic Python Agent allows remote authenticated users to execute code through a malicious partition image. During affected BIOS partition-image deployments, IPA chroots into the deployed image and executes its tenant-controlled grub-install binary or another binary resolved inside that chroot. The path requires permission to supply a partition image lacking boot artifacts; whole-disk images and partition images with EFI artifacts are unaffected.
