Secret disclosure via unmasked ServerSideDiff states

Information disclosure in Argo CD 3.2.0 through 3.2.10 and 3.3.0 through 3.3.8 allows remote authenticated users to read Kubernetes Secrets. The ServerSideDiff handler returns raw PredictedLive and NormalizedLive states without hideSecretData() when IncludeMutationWebhook=true bypasses mutation removal. Read-only application get permission is sufficient when another SSA field manager owns the Secret data.
