Unauthorized playbook transfer via unchecked team identifier

Authorization bypass in Mattermost 10.11.0 through 10.11.13 allows remote authenticated users to transfer playbooks between teams. The PUT playbook-update path in 11.5.0 through 11.5.1 also accepts a changed team_id without checking the manage-members permission. Manage Playbook Configurations permission is sufficient to move a playbook and remove existing members' access.
