Memory exhaustion via deferred HTTP/2 frame-size check

Resource exhaustion in Mat Trudel Bandit 0.3.6 through 1.10.4 allows remote attackers to interrupt service via oversized HTTP/2 frames. Bandit.HTTP2.Frame.deserialize/2 matches the declared body length before testing max_frame_size, so the connection buffers up to 16 MiB before rejection. Any unauthenticated h2 or h2c connection can reach the framing layer before Plug routing; concurrent connections can exhaust memory and interrupt the server.
