Administrator escalation via unclaimed identity database records

Incorrect authorization in the Pelican Platform WebUI allows remote authenticated users to gain administrator privileges. The WebUI permits an authenticated user to create database records bearing an unclaimed configured administrator username or internal group, which the login flow later authorizes. Exploitation requires OIDC login, knowledge or guessing of that identifier, and a matching administrator who has not previously logged in.
