Service interruption via stale conversion buffer length

Heap-based buffer overflow in mod_xml2enc in Apache HTTP Server 2.4.0 through 2.4.67 allows remote attackers to interrupt service. In fix_skipto, xml2StartParse advances the conversion-buffer pointer past skipped leading content but leaves the recorded buffer length unchanged, so later charset conversion writes beyond the allocation. Reachability requires mod_xml2enc to be loaded, xml2StartParse to be configured, and attacker-influenced content to traverse the output filter.
