Authenticated outbound connections via unguarded connection test

Missing authorization in GitHub Branch Source 1967.vdea_d580c1a_b_a_ and earlier allows remote authenticated users to initiate outbound connections. The GitHubAppCredentials.DescriptorImpl.doTestConnection form-validation method accepts an API URI and GitHub App credential fields, creates temporary credentials, and tests the supplied endpoint without checking Overall/Manage. Overall/Read access is sufficient to make the Jenkins controller contact an attacker-selected URL with attacker-provided credentials, while the published impact is limited to unauthorized connection attempts.
