Low-privileged command execution via fail-open node reconnect

Incorrect authorization in OpenClaw before 2026.4.8 allows local users to execute privileged node-host commands during reconnect. The node reconnect path retains newly declared exec-capable commands in the live session without requiring the operator.admin re-pairing approval that broader access demands. Exploitation requires a previously paired node and a lower-scope authenticated session; resulting command execution remains bounded by the node's local execution-approval policy.
