SSRF in Apache Neethi before 3.2.2 allows remote attackers to make outbound requests via crafted remote policy reference URIs. The PolicyReference API dereferences an unresolved URI without restricting its scheme or destination address. Exploitation requires an embedding application to normalize attacker-controlled policy data, enabling access to internal services and non-HTTP URI handlers from the application network context.
