Pocket balance theft via missing parent policy lookup

Improper access control in UltraDAG Core before commit fb6ef59 allows remote attackers with a parent key to drain Pocket balances. StateEngine.check_spending_policy looks up SmartAccountConfig under the Pocket address instead of resolving pocket_to_parent, so a missing entry returns an authorized, no-policy result. Possession of an authorized parent key is required; successful transfers bypass daily limits, vault delays, whitelists, and per-key limits and move the Pocket funds.
