Pre-authentication service interruption via oversized JSON payloads

Resource exhaustion in affected Grafana Enterprise and Grafana OSS releases allows remote attackers to interrupt service without authentication. The public dashboard query handler accepts an arbitrarily large JSON request body and processes it without a size limit, causing excessive memory allocation. No dashboard access token or other authentication is required, and memory exhaustion can make the Grafana service unavailable.
