Authenticated attachment disclosure via omitted bugnote authorization

Missing authorization in MantisBT 2.23.0 through 2.28.1 allows remote authenticated users to read private bugnote attachments via APIs. The affected REST and SOAP calls invoke file access checks without passing the bugnote identifier, so private-note visibility is not evaluated. Reporter-level access is sufficient; the web UI is unaffected, and exposure is limited to attachments associated with private bugnotes.
