Authenticated cross-workspace document disclosure via collection-only authorization

IDOR in Outline 0.86.0 through 1.6.9 allows remote authenticated users to read private documents across workspaces via shares.create. In server/routes/api/shares/shares.ts, collectionId takes precedence over documentId during authorization, then Share.findOrCreateWithCtx stores the unchecked documentId in a public share. Remote authenticated users need only an accessible collection while sharing is enabled by default, after which documents.info returns the full referenced document.
