WireGuard private-key disclosure via debug archives

Information disclosure in Cilium before 1.17.15, 1.18.0 through 1.18.8, and 1.19.0 through 1.19.2 allows local users to read a WireGuard key. The cilium-bugtool archive includes cilium_wg0.key without redacting its WireGuard private-key contents. Reachability requires WireGuard Transparent Encryption and manual bugtool or sysdump collection; disclosure further requires access to the resulting archive.
