Account takeover and exam access via predictable tokens

Predictable token generation in inducer RELATE 2024.1 and earlier allows remote attackers to take over accounts or access exams. make_sign_in_key() hashes an email, the current time, and output from Python's Mersenne Twister, while gen_ticket_code() selects eight characters with the same noncryptographic PRNG. Exploitation requires observing enough PRNG output to predict future password-reset, sign-in, API, or exam-ticket tokens; successful prediction grants the associated account or exam access.
