Remote device crash via unchecked extended-tag parsing

Out-of-bounds read in BACnet Stack allows remote attackers to crash devices via a truncated ReadPropertyMultiple request. rpm_decode_object_property() passes a one-byte extended-tag payload to decode_tag_number_and_value(), which reads apdu[1] before checking the remaining length. The handler is enabled by default in the reference server, exposing affected 1.4.0 through 1.4.2 and 1.5.0.rc1 builds to one-packet service interruption.
