Authenticated privilege escalation via reset authorization reuse

Incorrect authorization in OpenClaw before 2026.3.28 allows remote authenticated users to reset target sessions through chat.send. The chat.send path treats ordinary command authorization as sufficient for /reset instead of requiring operator.admin for internal Gateway callers. A caller with operator.write can rotate a target session, archive its transcript state, and force a new session ID.
