Environment disclosure via unblocked jq $ENV access

Information disclosure in OpenClaw before 2026.3.28 allows remote authenticated users to read environment variables through jq. The jq rule in src/infra/exec-safe-bin-semantics.ts rejects the env builtin but fails to reject the equivalent $ENV variable, so policy validation accepts expressions such as ($ENV).OPENAI_API_KEY. Exploitation requires low-privileged operator access and approval to run jq as a safe bin; the demonstrated consequence is confidentiality loss without reported data modification or service interruption.
