Owner-only tool access via inherited heartbeat context

Sandbox bypass in OpenClaw 2026.3.28 and earlier allows remote attackers to gain owner-only tool access through exec-event heartbeats. The heartbeat runner reused an owner session's delivery target and allowed authorization resolution to set senderIsOwner for a synthetic exec-event context instead of forcing that context to remain non-owner. Exploitation requires an exec-event heartbeat routed to an owner-associated session; the elevated tool surface exposes host-affecting owner-only actions.
