Unauthenticated file-push creation via generic JSON path

Authentication bypass in Password Pusher before 1.69.3 or 2.0.0-a through 2.4.1 allows remote attackers to create file pushes without signing in. The Api::V1::PushesController#create action checked only allow_anonymous before inferring file intent from a files key on /p.json, so the alternate route skipped file-push authentication. Exploitation requires anonymous creation and file pushes to be enabled; it consumes storage and bandwidth without directly disclosing stored data.
