CSRF bypass via persistent process-wide exemption

CSRF bypass in CKAN before 2.10.10 and 2.11.0 through 2.11.4 allows remote attackers to perform actions as authenticated users. The anonymous and API-token fallback path in flask_app middleware calls csrf.exempt() on a resolved view, storing the exemption in Flask-WTF application state across requests handled by the same worker. Exploitation requires crafted web content, an authenticated victim's interaction, and routing the victim's request to the primed worker; effects are limited to actions that the targeted endpoint permits.
