Unauthenticated data exposure via public pprof listener

Information exposure in Tigera Calico, Calico Enterprise, and Calico Cloud allows remote attackers to retrieve process diagnostics. When the disabled-by-default shared debug server is enabled, kube-controllers and Goldmane bind the unauthenticated Go pprof listener to 0.0.0.0 rather than loopback. A pod with network reachability can read heap data, goroutine stacks with function arguments, and command-line arguments; exposure depends on in-memory contents.
