Restart-time code execution via decoded upload path

Path traversal in PsiTransfer before 2.4.3 allows remote attackers to write executable JavaScript through an upload PATCH request. The /files/:uploadId middleware checks the encoded request path, while the tus handler decodes the same identifier before resolving the write destination. Code execution occurs after a restart only when a custom upload-directory basename prefixes a startup-loaded configuration path.
