Missing authorization in Craft CMS 5.6.0 through 5.9.14 allows remote authenticated users to remove users from all groups. actionSavePermissions accepts an empty groups value, and _saveUserGroups deletes existing memberships without checking group-assignment authority. Reachability requires a Pro-or-higher control-panel account with accessCp and viewUsers; targeted users immediately lose group-derived access.
