Privilege escalation via organization-wide cached team expansion

Authorization bypass in SUSE Rancher 2.13.0 through 2.13.5 and 2.14.0 through 2.14.1 allows remote authenticated users to inherit team permissions. During GitHub App login, team membership evaluation iterates over every organization team instead of the per-user membership cache, granting group principals for teams the user never joined. Exploitation requires the provider to be enabled, membership in one organization team, and another team mapped to a Rancher allowlist or RBAC role, allowing unauthorized cluster, project, or global access.
