Cross-namespace secret disclosure via Helm impersonation bypass

Incorrect authorization in SUSE Rancher Fleet allows remote authenticated users to read secrets across downstream cluster namespaces. The Helm lookup path and fleet.yaml helm.valuesFrom references use the fleet-agent cluster-admin client instead of the impersonated ServiceAccount client. Git push access to a Fleet-monitored repository in a multi-tenant deployment is required, and each targeted downstream cluster can expose secrets beyond the tenant's RBAC scope.
