Persistent authenticated access via unrotated cookie secret

Insufficient session expiration in Jupyter Server 2.17.0 and earlier allows remote authenticated users to retain full server access. The server persists its authentication-cookie signing secret in a static file and fails to rotate or derive it from changed password credentials. Exploitation requires a previously captured valid cookie and password-based authentication; reuse after a password change and restart preserves authenticated access.
