Node crashes via pre-limit address vector allocation

Resource exhaustion in Zebra before 4.3.1 and zebra-network before 5.0.1 allows remote attackers to crash nodes via addr messages. The read_addr and read_addrv2 paths in codec.rs let zcash_deserialize allocate vectors for up to 69,904 or 233,016 entries before enforcing the 1,000-entry protocol limit. Multiple oversized messages across separate peer connections can exhaust process memory and trigger an out-of-memory abort, with no reported confidentiality or integrity impact.
