Stored XSS via unescaped saved-filter owner

Stored XSS in MantisBT 2.1.0 through 2.28.1 allows remote authenticated users to inject HTML through a public saved-filter owner. The table_print_filter_row() function in manage_filter_page.php writes user_get_name() directly into the owner table cell without HTML escaping. Manager-level access is required by default to save a public filter, and exploitation also requires show_user_realname to be enabled; viewing the filter list executes the stored markup in another user's session.
