Cross-project share-policy modification via unbound policy ID

Incorrect access control in Chartbrew 4.9.0 allows remote authenticated users to modify or delete another project's share policy. Project share-policy routes authorize the project ID in the URL, then update or delete the policy_id primary key without verifying project ownership. Access to any project with updateOwn permission and a victim policy ID is sufficient to weaken dashboard access controls or disrupt sharing.
