Unauthenticated hidden-chart disclosure via missing policy checks

Incorrect access control in Chartbrew 4.9.0 allows remote attackers to read hidden chart data through public retrieval and export routes. In server/api/ChartRoute.js, the handlers return chart data after checking project publicity but omit chart.onReport and SharePolicy.visibility checks. The chart identifier must be known, the project must be public, and password-protected projects require the report password; exports also require allowReportExport.
