Unauthenticated bot control via fail-open API key

Authentication bypass in Volcengine OpenViking before 0.3.9 allows remote attackers to invoke VikingBot OpenAPI routes without a key. In verify_api_key, a falsey channel.config.api_key returned True, treating an absent configuration value as authorization rather than rejecting the request. Network access to an exposed VikingBot service is required; successful requests can control bot sessions and reach data, secrets, tools, or integrations available to the bot.
