Forced actions via unsanitized web_path URL

Cross-site request forgery in the DICOM viewer in OpenEMR before 8.3.0 allows attackers to trigger authenticated requests via web_path. In /library/dicom_frame.php, the web_path GET parameter is placed into the viewer URL after only quote escaping, and the page did not require a CSRF token or verify that the value stayed within expected DICOM document paths. Reachability requires an authenticated user with Patients - Documents permissions to open a crafted link; the resulting browser request can force logout or other state-changing actions available to that session.
