Application crash via lost iconv conversion state

Reachable assertion in GNU Project glibc 2.3.3 through 2.43 allows remote attackers to crash applications during iconv conversion. The IBM1390 and IBM1399 paths in ibm1364.c restart conversion instead of retaining a pending character when output ends between two UCS-4 code points, reaching an assertion. Exploitation requires an application to convert attacker-controlled data with either codec at that buffer boundary; the bounded consequence is termination of that application.
