Pre-auth kernel code execution via SA double-decrement

Use-after-free in Windows TCP/IP allows remote attackers to execute code in kernel context through crafted network traffic. In tcpip.sys, security-association processing decrements an SA reference twice, freeing the object while it remains reachable. No credentials or user interaction are required, but exploitation must satisfy high-complexity memory-reuse conditions.
