Open redirect via unnormalized double-slash path

Open redirect in React Router 6.7.0 through 6.30.3 and 7.0.0 through 7.14.0 allows remote attackers to send users to external domains. normalizeRedirectLocation returns a same-origin URL pathname unchanged, so a leading // in the Location value is reinterpreted as a protocol-relative external URL. Reachability requires Data or Framework Mode and an application that passes an attacker-influenced URL to redirect without rejecting it; Declarative Mode is unaffected.
