Authenticated arbitrary file read via stored path traversal

Path traversal in Cacti 1.2.30 and earlier allows remote authenticated users to read arbitrary server files through report generation. The report save path stores the format_file parameter without validation, and report loading joins it beneath CACTI_PATH_FORMATS before file() follows traversal segments. Realm 22 report-management permission is required; a crafted report can disclose any file readable by the PHP process, including database credentials.
