Open redirect via HTTP_REFERER substring check

Open redirect in Cacti 1.2.30 and earlier allows remote attackers to send users to an external site after successful login. auth_login_redirect() accepts $_SERVER['HTTP_REFERER'] when login_opts is 1 and tests only whether it contains CACTI_PATH_URL, so an attacker-controlled host containing that path passes validation. Exploitation requires tricking a user configured to redirect to the referrer into visiting the login flow and completing authentication; the resulting redirect can support phishing.
