Authenticated queue tampering via weak WebUI permissions

Incorrect authorization in pyLoad before 0.5.0b3.dev97 allows remote authenticated users to reorder queues or abort downloads. The package_order and link_order routes accept ADD permission, while abort_link accepts DELETE permission, then call core methods that require MODIFY. An account with only ADD or DELETE access can alter queue order or interrupt active downloads without MODIFY access.
